Governance
Zanzibar City is the capital city of Zanzibar Islands situated in Unguja island at the Mjini Magharibi Region, which is also known as the Zanzibar Urban/West Region.
Local government comprises three tiers of governance as follows:
a) City, Municipality, Town and District Council b) The Ward Council and c) The Shehia Council
The Zanzibar Local Government Authority Act, 2014. Section 10 (a, b & c)

The City Mayor is elected among the councilors of the city council within the First Meeting of the Council.

The City Organisation Structure and Zanzibar City Strategic Plan, 2022
- To develop, implement, and monitor the municipal strategic plans and budgets.
- To formulate, coordinate and supervise the implementation of plans for economic, commercial, industrial and social development.
- To raise revenue to enable the local authority to perform its functions effectively.
- To license, regulate and control business activities within its function effectively.
- To make by-laws applicable throughout its area of jurisdiction.
- To consider, regulate, and coordinate development plans, projects and programs of words within its area of jurisdiction.
- To monitor and evaluate all projects within its area.
- To control the extraction of certain natural resources as may be approved by the Minister responsible for natural resources.
- To carry out any other functions conferred to the local authority under the Local Government Act No. 7 of 2014 or any other laws.

The First Meeting of the Council conducts the election for a Mayor and Deputy Mayor under the Election Committee chaired by the Regional Administrative Officer. The majority voted candidate is announced as Mayor and Deputy Mayor
