Overview

Shaggar City is situated within central Ethiopia, surrounding Finfinnee (Addis Ababa). Established in 2022, the City Administration is an executive organ under the government of the Oromia Regional State. The city structure has three levels: city level, sub-city level and Woreda (District) level.

The Mayor is nominated by the President of the Region and appointed by the Administrative Council of the Regional Government.

    • Economic cluster development

Function of the municipality or equivalent

Powers and Functions of the City Administration can be summarised into the following: 

  • Administer city land and prepare the City Plan
  • Ensure development aligns with the City Plan and guidelines for a beautiful, functional city
  • Implement good governance, rule of law, and equitable public services
  • Develop and maintain infrastructure services such as roads, utilities, transportation, green spaces, etc.
  • Promote investment opportunities and manage land use for development projects
  • Support housing development and manage public housing
  • Create employment opportunities, ensuring that women and youth participate in large numbers and benefit from the employment opportunities
  • Implement income-generating and poverty-reduction programs
  • Provide social services such as education, health, and care for vulnerable populations
  • Protect the environment through waste management, sanitation, and drainage systems
  • Promote cultural, historical, and recreational activities, particularly Oromo heritage
  • Cooperate with domestic and foreign cities, regional governments, and other stakeholders on development, security, and environmental protection
  • Use modern technology to enhance services, governance, and economic opportunities
  • Maintain comprehensive data on development activities and opportunities
