Masaka City is located in south western Uganda. It is the top policy-making organ composed of elected councillors headed by the Mayor. Masaka City was formed out of Masaka Municipality, Lwengo, Kalungu and Masaka Districts. The city comprises two divisions, namely the Nyendo-Mukungwe division (14 wards) and Kimaanya-Kabonera division (11 wards).

- Garbage disposal and management
- Low funding from the Central Government to the City
- Women and Youth vulnerability due to unemployment
- Limited / few local revenue sources to generate City revenue because of absence of Industries
- Limited capacity to raise local revenue; our enforcement apparatus is too small and ill equipped
- Infrastructural shortages i.e roads and drainages, etc
- Human pressure on natural resources like wetlands and forests
