Governance

Overview

Chipata is Zambia’s fifth largest city and one of the fastest growing cities in the country. It serves as the capital of Zambia’s Eastern Province and is strategically located as a corridor city surrounded by a rich agricultural and productive hinterland. Chipata City shares an international boundary with Malawi and is a node on the Lusaka-Chipata agricultural corridor and lies on the major route to Malawi and Mozambique and the Nacala Corridor.

Function of the municipality or equivalent

The Council derives its mandate from the Local Government Act, 2019 which lists the following as overall functions of Local Authorities:

  • Maintain law and order, street lighting and effective administration of the Local Authority;
  • Control the keeping, movement and slaughtering of livestock, sale of meat and enforce the disposal of diseased animal carcasses or meat
  • Ensure proper storage, market and preservation of agricultural produce and conservation of natural resources;
  • Control the manufacture, storage, sale and use of dangerous substance, food and alcohol;
  • Construct and maintain public roads, streets, sanitary lanes, bridges and water courses, sanitation and drainage systems
  • Registration of births, marriage, deaths, clubs and enumeration of persons or properties
  • Establish early child education, skills development and adult literacy centres
  • Provision of firefighting services and ensuring safety and public health.
  • Establish and maintain public amenities such as parks, zoos, gardens, pleasure grounds and others
  • Establish and maintain healthcare centres 
  • Establish and maintain environmental protection and solid management services.

Political structure for voting

The Mayor is the political head of the Council consisting of eleven elected Ward Councillors and three chiefs representing chiefs in the district.

There are 4 Standing Committees that report to the Council. 

  • Health, Environmental and Social Services Committee
  • Plans, Works, Development and Real Estate Committee
  • Audit Committee
  • Finance, Valuation, Commercial Undertakings, Human Resource and General Purposes Committee

The day-to-day administration of the Local Authority is a function of management which is headed by the Principal Officer (Town Clerk) and assisted by Chief Officers (Directors).

Additional information:

The chief’s representatives are elected by the chiefs in the district. The functions of the mayor are to— (a) oversee the implementation of the Council decisions or resolutions; (b) attend to civic and ceremonial functions; (d) promote public engagement and participation in local governance and; (d) preside over Council meetings. Council meetings are held at least once in three months.

Each Committee has a Chairperson. The Chairperson of the Committee is elected among the councillors at its first meeting. The committees are reconstituted every year at the start of the civic year in September. The role of the Committee is to consider reports from the departments and make recommendations to the Council. 

Procurement and human resource matters are a preserve of management and are dealt with through the respective management Committees.

Chipata City Council through its IT Section embarked on a Proof-of-Concept to digitise core revenue processes. Since 2018, implementation of the locally developed revenue assurance system has undergone a remarkable evolution, contributing to a substantial boost in own source revenue.
