Zambia’s Northern Province and is situated 852 km from Lusaka, the capital city of Zambia. It has an average altitude of 1,300 meters. The Kasama District shares its borders with Lunte District to the north, Mungwi District to the east, Shiwang’andu to the southeast, Luwingu District to the west, Chilubi to the southwest, and Kanchibiya District to the south.

The Council derives its mandate from the Local Government Act which lists the following as overall functions of Local Authorities:
- Maintain law and order, street lighting and effective administration of the Local Authority;
- Control the keeping, movement and slaughtering of livestock, sale of meat and enforce the disposal of diseased animal carcasses or meat
- Ensure proper storage, market and preservation of agricultural produce and conservation of natural resources;
- Control the manufacture, storage, sale and use of dangerous substance, food and alcohol;
- Construct and maintain public roads, streets, sanitary lanes, bridges and water courses, sanitation and drainage systems
- Registration of births, marriage, deaths, clubs and enumeration of persons or properties
- Establish and maintain colleges, schools and day nurseries;
- Provision of firefighting services and ensuring safety and public health.
- Establish and maintain public amenities such as parks, zoos, gardens, pleasure grounds and others
- Establish and maintain healthcare centres and environmental and health services.

- Kasama Municipal Council consists of two constituencies (represented by elected members of parliament) and 19 wards (represented by elected ward councillors) and 2 traditional leaders that are sworn in as councillors.
- Rural/traditional communities are categorised into villages led by village headmen/women and the Traditional authority is vested in the Chiefdoms. There are currently three chiefs.
- Urban communities are organised under Municipal Local Authority structures.
- The secretariat of the municipality is headed by the Town Clerk who is assisted by directors. Central government affairs in Kasama are overseen by the District Commissioner.
